Welcome to the city of Johnstown’s Comprehensive Plan! Over the last year, we’ve worked as a community to develop our response to the profound opportunities - and challenges -presented by the Intel development. This investment just beyond our southern border took our community by surprise. In that moment, it would have been easy to allow this wave to wash over our community, diluting the character, independence, and identity of our unique place.
